1. Decision on taking business in private: The Committee will decide whether to take items 6, 7, 8 and 9 in private. 2. Subordinate legislation: The Committee will take evidence on — The Cost of Living (Tenant Protection) (Scotland) Act 2022 (Amendment of Expiry Dates and Rent Cap Modification) Regulations 2023; and The Cost of Living (Tenant Protection) (Scotland) Act (Early Expiry and Suspension of Provisions) Regulations 2023 from— Patrick Harvie, Minister for Zero Carbon Buildings, Active Travel and Tenants’ Rights , Yvonne Gavan, Team Leader, Housing Services and Rented Sector Reform Unit, Adam Krawczyk, Head of Housing, Homelessness and Regeneration, Communities Analytical Division, Poppy Prior, Lawyer, and Yvette Sheppard, Head of Housing Services and Rented Sector Reform Unit, Scottish Government. 3. Subordinate legislation: Minister for Zero Carbon Buildings, Active Travel and Tenants' Rights to move—S6M-07703— That the Local Government, Housing and Planning Committee recommends that the The Cost of Living (Tenant Protection) (Scotland) Act 2022 (Amendment of Expiry Dates and Rent Cap Modification) Regulations 2023 be approved. 4. Subordinate legislation: The Committee will consider the following negative instruments— Cost of Living (Tenant Protection) (Scotland) Act 2022 (Early Expiry and Suspension of Provisions) Regulations 2023 Local Governance (Scotland) Act 2004 (Remuneration) Amendment Regulations 2023 5. Community Planning Inquiry: Post-Legislative Scrutiny of the Community Empowerment Act 2015: The Committee will take evidence from— Carol Calder, Audit Director, Audit Scotland; Stuart Graham, Representative , Community Planning Network; Tim McKay, Deputy Chair, Accounts Commission; and then from— David Allan, Deputy Director, Scottish Community Development Centre; Peter Kelly, Director, The Poverty Alliance; Kirsty McNeill, Policy and Research Officer, Coalition for Racial Equality and Rights (CRER); Ruth Whatling, Head of Policy and Equality, Homeless Network Scotland. 6. Subordinate legislation: The Committee will consider the evidence heard earlier in the meeting. 7. Community Planning Inquiry: Post-Legislative Scrutiny of the Community Empowerment Act 2015: The Committee will consider the evidence heard earlier in the meeting. 8. Understanding Barriers to Local Elected Office: The Committee will consider draft correspondence. 9. Review of Local Governance: The Committee will consider draft correspondence.
